Richard Lewney has over 25 years’ experience in the application of applied economic analysis and economic modelling to policy analysis, policy evaluation and forecasting, for government and private sector clients. His project experience includes the following fields: energy and environment analysis, international competitiveness studies, local and regional economic development, demographic modelling, studies of employment and labour markets, the development of bespoke models for use by clients, methods to estimate data for national accounts, and training in applied economics analysis and interpretation. Clients include public and private sector organisations in the UK, the European Commission, and national governments within and outside of Europe.
Recent projects that he has directed include: an analysis of the competitiveness of European sectors based on comparison of unit labour costs with international competitors for DG Enterprise; the development of a model suitable for forecasting the demographic characteristics of the population of new towns in England for the Homes and Communities Agency and four local authorities; an assessment of the likely impacts of current climate change policy on the composition, quality and quantity of employment in Europe for DG Employment; the preparation of economic and demographic forecasts by local authority for the South East of England; a study for the Committee on Climate Change to use the MDM-E3 model to project the UK's CO2 emissions and the impact on economic performance of proposed carbon budgets; an analysis of statistical indicators and recommendations for methods to evaluate the Working Neighbourhoods Fund for Communities and Local Government;a feasibility study for, and subsequent implementation of, an integrated, spatial policy model for the West Midlands Regional Observatory; a project for Northern Ireland’s Department for Enterprise, Trade and Investment using the REEIO model to assess the impact on businesses of the emissions reduction targets in the Climate Change Act.
He has a first class degree from the University of Cambridge and a Master's degree from the University of Massachusetts, both in Economics. His academic awards include an Open Scholarship to Sidney Sussex College, Cambridge and a Fulbright Scholarship to study at the University of Massachusetts.
He is also a trustee of the Cambridge Trust for New Thinking in Economics, a charitable organisation that owns the company.
